we've got every sort of structure including:
1. must be member-in-good-standing (pay dues and attend meetings) of the neighborhood association then plots are free.
2. join the conservancy for $35 and then each plot is $15
3. free with lottery system
4. $5 month
5. free to housing authority residents, others pay $25/yr
6. just sit there and look at it while somebody else actually does all the work and covers all the expenses.

With the two community gardens I am actively involved with there are no plot fees, either the Clinton Community Garden or the Liz Christy Garden which are both NYC Parks Green Thumb Gardens. Both gardens do active fundraising, the Clinton Community Garden under its own 501(c)(3) and the Liz Christy Garden under Green Guerillas's 501(c)(3).

Our garden is $12 a year for a plot (includes a garden key) and $5
for supporting membership but no key. We have roughly 80 active
plots. Elderly members get a reduced rate. Local community
organizations can get a free plot but it must be utilized. We can
keep the rates low due to our active fundraising with grants,
donations, t-shirt sales or events. All plot holding members must
contribute 4 hours of community garden work per month and attend a
minimum number of monthly garden meetings.
