[Community_garden] Wriiten plans/bylaws for city

We are trying to get this garden started but the city wants us to be a model 
and wants written details.
They have asked for a budget, financial plans, security, maintenance, 
useage, etc. Does anyone have a similiar plan they would share fore 
reference or ideas?
