We don't allow cats in our garden, due to their enjoying our raised beds as
a litter box.  Don't want to risk illness in the consumers of our produce,
and it is very very unpleasant for the unwitting gardener to uncover a
"surprise".
We've been making do with baited rat traps, and found the biggest problems
come in years of drought, when "country rats" are forced to come to the
city.

There are always lost, feral and/or abandoned cats in our  
neighborhood. One of our gardeners is even more cat mad than I. She's  
built little shelters for them and comes to the garden daily to feed  
them. She also takes them to a friendly spay/neuter vet. Since the  
cats have moved in, we have neither rat nor mouse problems.
