We do, Ms. Silvera - they are called community gardens.

In general, the American Community Gardening Association website, http://communitygarden.org/ , is an extraordinary source of the kind of information you need. Please read it.
It will help you work towards the kind of questions you need to ask.

Hello,
I am writing to ask if anyone knows of projects in the early stages that
meet the following criteria:
1. green/open space project
2. located in an urban neighborhood
3. initiated by a community group
4. community is very involved in planning and the physical development
of the project
5. the project is environmental/ecological, for example example: bird
preserve, "green street" (stormwater management), woodland restoration
