  Mike has some of the issues right, but there are many successful CG's in Oklahoma City.  
  You can contact Bruce Edwards at the Regional Food Bank who runs Urban Harvest.  bedwards at regionalfoodbank.org
A better place to start is to contact Alan Parlier at the Central Park Community Garden to put you in touch with the real down to earth gardening folks and the techniques needed to be successful here.
