[Community_garden] rainwater harvesting and transporting it

A small community garden on our church property is finally a reality! Our main challenge is a source of water. 
   
  Bids for installing a hydrant from the city water main were totally too expensive.
   
  Rain harvesting could be a innovative solution. We have a huge church roof with space and area for storage barrels/tanks. 
   
  But how do we get the water across the street to our garden plots? Hauling it with buckets would be exhausting. 
   
  Has anyone engineered a way to pump water long distances using wind or human power??
   
  Have you heard of the "Play-Pump", a children's merry-go-round that pumps water from wells in underdeveloped countries? The children of the villages play on the merry-go-round creating the power to pump the water!
   
  Any ideas or resources would be greatly appreciated.
