[Community_garden] Tobacco Mosaic Virus

Hello community gardeners,
 
Does anyone have any knowledge where community gardens rules  prohibit 
smoking in the immediate area of the gardens?
We have incorporated such a rule in our gardens to decrease  potential damage 
from tobacco mosaic virus. Gardeners are required to leave  their cigarettes 
outside the growing area. Are there any community gardens that  have a similar 
rule?
