[Community_garden] New Community Garden Design

I am with the Arvada Gardeners who currently operate a 100+ plot community garden. We will have to relocate in the next couple of years to a new but undetermined site. It will take a full year to develop the new site. We need to work out a design for the new site a year in advance. 
Does anyone know of any print resources for successful layout of a new community garden?
Nominal plot size? 
Paths or no paths around all sides of a plot? 
Spigots/hoses per garden? 
Fence around the entire site? 
Storage buildings? 
Parking lot size? 
Pumps/irrigation systems? 
Power/lighting requirements? 
Other items?
We have the required funding and volunteer effort in place.
Please advise.
