[Community_garden] Water conservation practices

Dear all,

Thanks much for the treated corn seen education!

Might I ask for your advice again? Last year we fixed a well we had on the
property and placed a tap at the northern border of our community garden. It
developed that some gardeners decided to hooked up hoses (in one case a few
hundred feet of hose) to "water" their gardens on a regular basis. In some
cases this made access to the water more difficult as it took longer to get
your turn at the tap. Moreover, it seemed to me that it was a very wasteful
practice. 

This year, we decided to prohibit running hoses to plots, but I am already
hearing from those who do not like this policy change. In an effort to
continue educating for water conservation: 

Do any of you know of a list of "best practices policies" for water
conservation re: gardening that I might fall back on?
