[Community_garden] Water conservation practices

It still amazes me that, yes, you have to 'teach' people how to  water.  We 
garden at a higher altitude in Colorado, where often there are  water 
restrictions.  Ten years of draught have all the local water boards  restricting 
outdoor watering.  This is city water and it is metered, so if  you go over you 
allocated amount, you pay big time.  I do raise a half acre  vegetable garden 
here, and with all the aforementioned amenities, mulch, no  sprinklers or overhead 
watering, I've yet to go over our allotted amount of  water.  Hand watering 
seems to me the very best in practices.  But  also being a dryer climate, 
simply could not raise vegetables without the hose  to the garden.  
Our community garden is cosponsored by a 501(c) (3) so the local water  board 
gifted us a metered irrigation tap, which means we won't have to pay  for the 
sewer part of the water bill.  But only hand watering is  allowed.  This 
meter, by the way is keyed, and the key keepers are limited,  so there will only 
be watering on certain days.  This helps to ensure that  the water is not left 
running, and no sprinklers are being used.
