[Community_garden] more watering questions

I am part of a garden in Providence RI. The land is
owned by the church across the street and when they
raise 1 mil our garden will be gone as they will build
a recreation center. We hope/expect that that day is
long coming. 

At this time we use water from a nearby house. The
landlord of that house allows us to use the water for
free, but we have some issues from time to time with
the tenants of the house.

Recently a garden member informed a few of us that the
church drilled "test wells" on the garden lot. So we
have these two pipes sticking up and I am wondering if
we can use these test wells as a water source.

Does anyone have an idea of what the capacity of a
test well is?
