[Community_garden] Ground hog control

Hi, we're a new garden start up on the westside of Columbus, Ohio.  We have beautiful land, great water source and ground hogs.  Lots of ground hogs.  How do we keep them out of our gardens without spending our entire budget in putting fencing down into the ground?  We don't want to lose our plants and we don't want our gardeners losing plants and getting discouraged.
