Erica,

I suggest visiting a local thrift store and buying a used tent.  Cut a 
large hole in what is normally the top and seam it. Cut out the bottom if 
it has one.

After washing it good, rig the tent bottomside up over your barrel.  The 
challenge here will be twofold.  First you want a fairly steep approach 
into the barrel or the water will collect outside it and weight the tent 
down.  Of course it its too steep then the collecting area is less. You 
can rig some slats as sort of an inverted teepee that extend into the 
barrel, but spread out upward.

You'll need some good tiedowns and guying to keep it up in the rain and 
wind.  But it can all be done with used or renewable resources.  Find one 
of the youth who studied knots as a Boy Scout to help with the rigging.

I hope this makes sense.  My mind's eye of the contraption is clear, but I 
don't have time to make a drawing.  Most of all remember that every design 
failure is an opportunity to learn.
