Planning for Healthy Places just released a toolkit on How to Create and
Implement Healthy General Plans

specific language on community gardens here:

I would also encourage you to take a look at Portland's Diggable City
report: http://www.diggablecity.org/dcp_finalreport_PSU.pdf, which
contains a good summary of how cities have addressed urban agriculture.
