[Community_garden] Community garden in SC

I work with a local hospital system and have had the idea of having a community garden at our hospital for about a year.  We have solicited some minor support from the community, but it might be rocky.  I would like to develop the program for different populations, but would really like to the local middle and high school students primarily involved in it (to keep them out of the gangs).  I have the land approved by our CEO - about ½ acre of land.  How do I go about beginning the process, and getting additional buy-in from the community?
