[Community_garden] Seek Most Thoughtful "Composting" City Code

  - Her complaint doesn't make any sense to me.  If she complained about odor, unsighliness, excessing watering or lack of, that's a different story.  Why should the City care about what ground cover that the residents use?  Why does it have to be wood chips?

America) regarding urban habitat composting?
