[Community_garden] urban community gardens

Hi-
I'd appreciate any feedback/advice from those of you who have experience with community gardens in urban locations.  I'm working with my neighborhood council to start a community garden in downtown Los Angeles, and have discovered in this preliminary stage of information gathering,  it will be difficult, if not impossible, to find land for this purpose, as the pace of development in downtown LA makes what small bits of space are left too costly to dedicate to community gardens.  So we're looking at creative options, like rooftop space, or other city-owned spaces that could be re-purposed.  I'd specifically like to hear from people who've had to locate and develop these alternative sorts of spaces, and what kind of system worked best.  Have read quite a bit about using children's wading pools as containers, since they are light and can be used on rooftops, but wonder if there are other methods as well.  I have support from our neighborhood council, and am
 at the stage where I need to construct at least a preliminary plan of how we'll proceed.  Any thoughts, advice, recommendations would be greatly appreciated.
