Our garden also had success with newspaper under woodchips, and get the woodchips for free from our City Government.  We also get truckloads of leaves from the City.  The leaves get nicely beat up in the collection process and make a good mulch. Each truckload we take saves the City about $200 in tipping fees.  Another thought is to eliminate paths where they aren't necessary.  We just put in stakes to show the edges of plots and allow neighbors to garden right up to each other.  No path means no path maintenance and more land available to garden.
