Carl, I understand what you're saying about more land to garden, but each time you walk through your garden bed you're compacting the soil.

Our garden is divided into community (given to food banks or sold) and private. On the community side we have 2' wide paths. On the private side we offer to mark off paths but let our gardeners decide what they want to do. Most of them opt for the paths so they don't have to walk through their garden beds.

Our garden also had success with newspaper under woodchips, and get the woodchips for free from our City Government. We also get truckloads of leaves from the City. The leaves get nicely beat up in the collection process and make a good mulch. Each truckload we take saves the City about $200 in tipping fees. Another thought is to eliminate paths where they aren't necessary. We just put in stakes to show the edges of plots and allow neighbors to garden right up to each other. No path means no path maintenance and more land available to garden.
